Mix the flour with the milk and salt until combined, then gently stir in the eggs. Heat the oil or butter in a heavy frying pan, pour in the batter and sprinkle with raisins. Cut it into quarters with a spatula then flip them over and cook their other sides until browned. Cut it into smaller pieces with the spatula then toss with a mixture of granulated sugar and ground cinnamon and cook until the sugar caramelizes. Serve with homemade marmalades and sprinkle with powdered sugar.
